A keyed latch may add access control, but it is not automatically a compliant opening-restriction solution. Likewise, a restrictor is not proof of security, weather performance or compliance on its own. The complete window, installation and building context must be assessed.
Record the frame material, profile, sash arrangement and any manufacturer or system information that remains available. Measure the visible hardware, screw centres, backset, keeper position and handle projection. Photograph the window open and closed, including the edge where locking components engage. The moving component must enter the correct keeper at the correct depth while applying even seal compression. Confirm the number and position of locking points, travel direction and compatibility with the sash cavity.
Closing should bring the sash evenly onto continuous seals without requiring excessive force. Hardware adjustment is not a substitute for damaged gaskets or a distorted sash.
